? Original regulation:
The sum of the weights of the imported and exported goods and their packaging materials, with the unit of measurement being kilograms. If it is less than one kilogram, it shall be filled as 1.
? After modification:The sum of the weights of the imported and exported goods and their packaging materials, with the unit of measurement being kilograms. If it is less than one kilogram, it shall be accurate to two decimal places. 2、Filling requirements for net weight (Article 26 is modified):The weight of the imported and exported goods after subtracting the outer packaging materials, that is, the actual weight of the goods themselves, with the unit of measurement being kilograms. If it is less than one kilogram, it shall be filled as 1.

The General Administration of Customs has decided to modify some provisions in the current Regulations on the Completion of the Customs Declaration Form for Import and Export Goods of the Peoples Republic of China (Announcement No. 18 of the General Administration of Customs in 2019). The specific modification contents are as follows:
? Port inspection and quarantine authority
? Certificate-issuing authority 1、Destination inspection and quarantine authority is adjusted to Destination customs: ? This item is a conditional mandatory item.
1、Filling requirements for gross weight (Article 25 is modified):
If relevant laws, administrative regulations, international treaties or trade contracts stipulate that inspection and quarantine or supervision must be carried out for imported goods, it is mandatory to fill in during declaration.
? The declared content shall be filled in according to the destination customs where the inspection and quarantine is carried out, and the name and code of the corresponding destination customs in the Customs District Code List specified by the customs shall be filled in.2、Name of inspection and quarantine is adjusted to Name of supervision category: The filling requirements remain unchanged, and the declarant needs to fill in correctly according to the actual supervision category.
This announcement shall come into force on April 10, 2024.
Through this announcement, the General Administration of Customs aims to further standardize the customs declaration behavior, improve the customs declaration efficiency, reduce unnecessary links in the customs declaration process, and thus promote the facilitation of cross-border trade. Consignors, consignees and relevant customs brokers should adjust and improve their own customs declaration operation processes and systems in a timely manner according to the requirements of this announcement to ensure compliance with the latest customs declaration requirements.
