Recently, the Ministry of Commerce and the General Administration of Customs, in accordance with the laws, administrative regulations, and rules such as theforeign tradeApplication for licensesimport and exportAdministrative Regulations on the Control of Ozone-Depleting Substances, the Measures for the Administration of Import License for Goods, the Measures for the Administration of Import of Mechanical and Electrical Products, and the Measures for the Administration of Import of Key Used Mechanical and Electrical Products, have issued the Catalog of Goods Subject to Import License Administration (2023) (Announcement No. 41 of 2022 by the Ministry of Commerce), which will come into effect on January 1, 2023. Announcement No. 49 of 2021 by the Ministry of Commerce and the General Administration of Customs is hereby repealed. The 2023 edition of the Catalog includes a total of 14 categories of goods, namely:
For the export of the goods listed in the second paragraph by means of processing trade, the export license shall be applied for by presenting the quota certification documents and the goods export contract. Among them, for the export of licorice and its products, and mat grass and its products, the export license shall be applied for by presenting the winning bid certification documents of quota tendering and the customs processing trade form.
The controlled substances listed in Item 1 of the Catalog include substances that exist alone or in mixtures, but do not include controlled substances or mixtures contained in finished products such as aerosols, refrigeration/air conditioning/heat pump equipment, polyurethane prepolymers, foam products, combined polyethers, fire extinguishers, dust removal products, and hair spray products.
The goods listed in Items 2 to 14 are used mechanical and electrical products.
The scope of goods subject to import license administration is determined by the description of the goods, and the commodity codes are for reference in customs declaration.
