To further standardize our countrysimport and exportgoods management and ensure uniformity, the General Administration of Customs recently issued an important announcement, providing clear regulations on the classification of heat transfer fluids.
I. New classification decision
According to the relevant provisions of the Regulations of the Peoples Republic of China on the Classification of Import and Export Goods (promulgated by General Administration of Customs Order No. 252), the General Administration of Customs has decided to adopt the World Customs Organization Harmonized System Committees opinion on the classification of heat transfer fluids and incorporate it into Chinas commodity classification decision. This new classification decision has been officially announced in General Administration of Customs Announcement No. 131 of 2023, with detailed classification decision attachments for reference.
II. Invalidation of old classification decision
It is worth noting that the previous commodity classification decision regarding mixtures of benzyl toluene and phenyl phenylethane (classification decision No. Z2010-0006, issued by General Administration of Customs Announcement No. 15 of 2010) will become invalid with the release of the new decision. This means that all import and export activities involving such goods must be conducted in accordance with the new classification decision.
III. Implementation time
The new classification decision on heat transfer fluids in General Administration of Customs Announcement No. 131 of 2023 will be officially implemented from the date of announcement on October 11, 2023. All relevant units and individuals should promptly understand and master the new classification decision to ensure the legality and accuracy of import and export activities.
